Dr. Fate can win this, depends on how he play his cards. Hulk admitted he is weak against magic and that's Fate game BUT Fate cant back peddle and throw out attacks that wouldn't drop the Hulk immediately, he is going to have to fight to kill. If he does anything outside of this, Hulk stomps him.
