Galactus put a portion of his power to activate the Destroyer yes.

So nowhere was it implied or stated that the Destroyer was amped? Then the only evidence we have regarding it's state is the Loki scene which points to it being weaker then normal. This makes sense based on it's unusual sub par performance. Probably the writer correcting what he saw as a mistake.
