No, Dragonball wishes don't work by clever phrasings. This isn't D&D. You get one thing.
Dragonballs have required multiple wishes to bring someone back to life to a specific location. I.e. wish someone back to life at a destroyed planet and they'll die again due to lack of air, but wishing them back *and* to a safe place required two.
"I wish Piccolo back to life on Earth," was two wishes.

They can't wish anything into oblivion because the dragon can't grant a wish that exceeds his creator's power.
By that logic they could of simply asked Kami to resurrect some of the heroes instead of finding the dragon balls. If Kami had the power to attempt to bring back all those who were killed by frieza and bring them to earth why didn't he just try instead of needing the dragon to do it?

Because his power isn't as flexible- he powers the dragonballs, the dragon can use that power to do whatever.

Yes. Dende has his healing powers, for example. It's not ki, it's not useful *fighting* powers, but there's still a lot of power involved.
