Because no matter what anyone says, Electro has always been a dumbass who didn't understand the full potential of his powers, I don't care what they do to try and fix him. 😛 💃
Besides him, the only one I see on T2 that would be much of a problem is Ock (Sandman gets glassed...then left unshattered).
