I'm inclined to believe that Bruce is more powerful, but Q has better feats.
There's no reason to think that pulling the moon a few miles closer an blowing up a couple of stars is commendable feat either in this thread.
Hell, the Q civil war from another dimension was causing that kind of damage as indirect side-effects.
Bruce didn't demonstrate either the knowledge or the finesse to be able to contruct planes of existences either. Which means there is absolutely every reason to question Bruce's capability of replicating this feat.
