Probably Fantomex. When it comes to street level illusionists, Fantomex is pretty tough to beat. His misdirection typically activates faster, so he should beat TAO to the punch. Could be an interesting fight in a comic though, especially if TAO has pre-knowledge.
If it comes down to a physical fight, well Fantomex obviously wins that.
