Dianna wins.

To date, Ultimate Surfer's best battle feats are shattering restraints designed to hold Ultimate Hulk, and owning the Ultimate F4. Impressive to be sure, but certainly not beyond Dianna's ability, imo. However, my opinion may very well change by the conclusion of Hunger.

ultimate surfer is called silver searcher i believe. didnt he take a shot from pheonix? dont remember much of that encounter to be honest.

Phoenix blocked one of Surfer's blasts, but it didn't look like she blasted back. It looked like he simply stopped blasting after she explained things to him:
