Unless CIP, whatever it means, somehow negates CIS, the answer is "Superman Prime", regardless of whether "Superman Prime" is meant to refer to the hyper-evolved Superman of an alternate 30th century DC or the tortured lunatic we saw in Infinite Crisis.

With CIS on, hyper-evolved Superman as Prime would probably take a 99% majority.

With CIS on, and the lunatic boy-wonder from Infinite Crisis being the Prime in question however, this might actually prove an interesting fight. At least if by "PC" Rulk the poster of this thread has in mind the "Loebforce" Rulk we saw absorbing the energies, apparently even to magical ones, of foes as varied as Thor, Silver Surfer, the Watcher, World War Hulk, and Klaw, Master of Sound Waves.

Loebforce for the win in that case, 7/10 matches minimum.

Spite as the thread is currently written, though.

It means Character Inhibited Power. Per the definition provided in the Forum Rules thread, this is what it means:
"It's a self imposed limitation in certain circumstances which there is concern for civilians and buildings for the most part. It's not stupidity, it's a limitation set until the threat exceeds a certain threshold."

However, based on what Digi claimed in the above post, it seems that the term is no longer used on the comic book battle forums. Or it may have something to do with Alias Stone's personal interpretation of the abbreviation.

In all seriousness, PC Rulk came up flat against Galactus. The match probably depends on whether or not Rulk would absorb GA SBP's Guardian amp.

This is basically Rulk with Loeb force.

In the scenario painted above, Rulk will drain Prime's power and use it against him.

Loeb had him do that with some regularity.
