It's possible. After all, Goten surprised Gohan with his SSJ power, much like Trunks surprised Vegeta with his SSJ power... And as a team they surprised #18(as 'Mighty Mask'😉 during the WMAT. Granted, Gohan, Vegeta and #18 could have simply been underestimating the kids because they are just that: kids. It's still impressive, though.
However, Battle of Gods(which is 100% canon) directly references Tarble(Vegeta's brother), who appeared in the 2008 movie special: Yo! Son Goku and His Friends Return!!, thereby solidifying the latter's canonicity. With that in mind, the kids appeared to be roughly equal to(maybe a little stronger than) Abo & Kado, who Tarble confirmed were each equal to Frieza-- and since Tarble would have only had knowledge of base form Frieza, this implies that base-level Goten/Trunks=~base form Frieza(PL=530,000.)

This actually blew my mind lol, I totally forgot there was no way for Tarble knowing about more than first form Frieza, I always assumed he meant 100% xD. That makes a lot of sense tbh, woah..
Don't quote me because I'm not sure which one said it, but one of those that worked on DBZ said that power levels meant nothing -- it was a calculated number used by enemies to chart an opponents level of power, which usually turned out to be inaccurate. Aside from that, you only have to assume that Tarble was referring to the first form because while he should have no way of knowing about the final form, it could have just been a mistake in writing (since those are so unheard of!) I'm gonna go with the idea that Goten and Trunks are equal to Frieza, at least.
Here comes a question to help balance it out though. Are these Death Battle standards? Since Trunks and Goten are part of the Z Group they would have access to everyone's favorite beans which means they would keep getting stronger since of course -- they are saiyans.
Either of them can stomp 100% Frieza alone, a casual ki blast from Trunks scared 18.

Anyway, Tarble stated that Abo&Kado were on par with Frieza-- and we know Tarble could have only been referencing base form Frieza when he made that statement, because he never saw any of Frieza's higher transformations, ever(not even Vegeta had until they fought on Namek.) Thus, we do know a few things...
*We know that Abo&Kado each had PLs around 530,000.
*We know Final Form Frieza's PL at 50% was 60,000,000, and 120,000,000 at 100%.
*We know transforming into a SSJ increases a Saiyan's base PL by 50x.
What we don't have is an exact figure for are the PLs of base Goten and Trunks. They were initially around Abo&Kado's level, but started gaining the clear upper hand after learning to sense ki.
ie. base-level Goten/Trunks each had a PL > 530,000-- we just don't know exactly how much greater.

There are other examples of Goku sensing Frieza's power before he transformed into his final form, but I shouldn't have to post them.
Suffice to say, Goku's statement that Frieza wasn't much of a foe doesn't really "confirm" anything at all in regard to which level Tarble was referencing with his assessment. Like I said, Tarble would have only known how strong Frieza's base level was-- and as the above scans prove: so did Goku.
