Hal is simply more powerful. Also MM's biggest advantage in most cases is his telepathy, which will be useless against Hal.

MM's best chance imo is his intangibility.

No. If its Hal based on his Justice League appearance and only that, then you might have an argument, but in the Green Lantern book Hal has had insane feats.
