Whaaaa!?

Apparently in the Dark Lord novel by Luceno, Palpatine states that vader is the most powerful force user he had ever seen. What do you all make of this?

I'd assume he is talking about potential. Afterall, in the novel, Palpatine expresses the opinion that Vader's limitations are merely psychological.
