Luthor wins with trivial ease if they're only allowed to use the money in legal ways, and if they aren't allowed to use physical threats. Luthor is just a savvy bastard, and could easily invent, patent, and make a few million.

I mean, really, Fisk would spend 900$ on buying a big and tall guy suit, use the other 100$ for cab fair, and just intimidate/ threaten someone rich wit his fatness until they spilled the beans.

White wouldn't be able to do very much with 1000$ by his lonesome. He makes the bills by making drugs, finding someone who can sell them, and sitting back. As I have no idea how accurate real life drug empires are, I have no idea if White could make a go of it in real-life...

Getting a patent actually takes awhile and besides the patent department charges well over $1000 to issue a patent. On the other hand I could make almost $30,000 worth of meth for about $300.
