Which place is the roughest prison?

Which place is the roughest prison between Qward, the negative zone and the phantom zone?

Phantom Zone is just boring. Negative Zone has ruthless conquerers in charge of a lot but it's not all bad. Qward's a dimension where the natural way is evil.

So probably Qward.
