If this is TFU-era Shaak Ti, I'd say her. While they can both control life, the Ti has better saber/direct combat skill.

Are you sure? Because An'ya Kuro did more than impressively against Vader in their duel.

Still, I would agree with your verdict.

The Ti managed to escape pre-suit Vader in the temple, and her fight against Starkiller was pretty impressive, so I'd say so. Though An'ya is no slouch to be sure.
