Surfer's canon dismisses any notion of this being spite. What I invision is a fight where both are pushed to the limit and Norrin is the one who breaks first.

For the 2 people saying surfer, how does he win?

H'el wins..he is literally a Super Kryptonian beyond the physicals of Superman and other Kryptonians + he has Telepathy and Telekinesis and matter control

I never read past the first issue or two. How was H'el defeated? And based on what I am currently aware of: H'el wins, because (I think this is a nice, neat description)...
