In their regular mindset? Thor wouldn't want to hurt poor BB, he's a hero after all. Take Thor fighting actual enemies and the fight goes entirely different.
I do wonder exactly how powerful you think Thor is, because there are several instances that scream Thor being waaay above the Inhuman king.
Thor is one of the most irregular comic book characters I have ever encountered. Sometimes, in order to make his story more epic, he is shown to be capable of levels of power never previously shown. Other times, in order to make him seem not so over powered, his strength level is drastically reduced, especially when writers want to allow another character get some shine, like when red hulk tossed thor to the moon, which could never happen now. But because it was Rulk's debut, they wanted us to know how strong he was.
As a result, I've had to give Thor my own personal estimated strength level based on his ups and downs, and put his average strength level as being between his best showing and his worst. And at this level, he does not take Black Bolt, not without a lot of suffering.
