I don't think he was saying anything about him tanking a barrage of said punches. Seems like he was just saying that the BB durability feat makes up for the Hawkeye arrow.

Okay, Black Bolt has a bomb designed to spread the Terrigen gas across the galaxy. It's powered by his voice, and 69% charged up when he is fighting Vulcan:

Now he screams and the energy from his scream partially hits Vulcan, but most of it is absorbed by the bomb, which boosts it to above its intended levels (more than 100%)

It's blown a hole in space-time that is parsecs across (keep in mind that the ship they are viewing it from is far away but they still got hurt by the shockwave).

In case you didn't know, a parsec is around 3.26 light-years. So Black Bolt's scream provided at least 31% of the power necessary to create a blast that extended, at the very minimum, 6.52 light-years.
