Confirmed to be one and the same in HH. The idea of the shield may not have been fully evolved in 1998, but they are the same. Notably it's return in WW and TP means that it was definitively not eaten.

The design is from the era of SS, and so is that one defining trait which is most important. It's nigh indestructibility.
