This is a ridiculous statement. So you are in effect stating that DD is faster than Batman. Bane has no problems hitting Bats and trading blows with him. DD has been hits in fights by Kingpin, Punisher, Moonknight, Bullseye, Crossbones, Echo, and the list goes on. Bane has stalemated or beaten Azrael who's stats (especially speed are strength) are greater than Matt's. Azrael who just stalemated Batwoman and Cassandra Cain. You know Cassandra Cain who was dodging/moving faster than bullets after they were fired since before 6 years old.
In any other words, bullet timing means almost nothing when comparing if streets/low metas are fast enough to hit each other. Spider-man has been impressed by the Cat's speed in a fight. Spider-man has problems with mmaers all the time.
