Nope, no Odin Force. Mjolnir had been broken and fixed by then.
Even before that, he had some Odin Force that was barely acknowledged even in his own title.

Direct fight, the most Doom could hope for would be to trick Thor and escape. I doubt the Ovoid Mind Transfer would work on an Asgardian mind.

In magic, probably. And Loki's the better manipulator.
The two excel in different areas, but the fact Loki even works with a mortal, says a lot about his respect for Doom.
