Ok so the idea here is who has the worst power/power with the most drawbacks.

For example

Butterball completely immutable. Will forever remain a fat and out of shape teenager unable to ever physically improve himself...

Able to generate seismic forces... Proportional to the alcohol level in her blood...

back when she couldn't touch someone without killing their ass.
