Luffy's dumb, there's no question. But when it comes to combat, he's something of a savante. Like most dumb anime main heroes. So yeah, he's definitely smart enough to realize he needs to play keep away with Herc. But as I said, most of the time, Herc is written as a brawler who loves a good fight so much, he doesn't use his amazing skills, or speed. He just punches things. There's no reason he'd do any differently in this fight.
And how is that brawler nature not like Luffy? His whole repertoire consists of hitting things, stretch and hitting things, quickly hitting things, inflating and hitting things. The only exception I know of is when in a special situation, like water against Croc. Both seem like brawlers to me.
