Both characters have their powers in this fight no matter the location. Freddy turns that Spider into his puppet.

You are joking right? It took essentially God to stop Pennywise. Freddy's just a ghost whom some demons granted power. Even in the dreamverse, he's not taking on God himself, or rather a being who could only be beaten by Him.
