Yet for 20 long years not a single system slipped through Sidious' grasp, Krayt had to conquer systems one by one like the Golden Age Sith, and most likely never formed a society as large as Sidious' New Order merely through strength of might.
Sidious binded all the systems in the galaxy together by engineering a war larger than any before, and any after, including the one Krayt raged. The New Republic was a morsel compared the Empire - couldn't even attempt to defend against the Yuuzhan Vong Invasion or Krayt, but if the Empire had reigned in those eras it would have smashed the Yuuzhan Vong and the One Sith as an afterthought.
Sure, due to being way more advanced. Doesn't make them not a galactic empire.The Annihilator fighters would make swift work of any fleet or force Palpatine sent against the Krayt Empire. Total fleet size isn't everything.
This is a galaxy where every civilization has different tech that has evolved at variable rates. The Gree had better tech than the Galactic Empire or the Rakatans, thousands of years later Krayt's tech never had the capability of the Kwa to teleport using the Infinite Star Gates - yet hyperdrives were just as efficient - again being further along in continuity =/= being more advanced technologically. Krayt lacked the resources to match Sidious' Imp-II Class Star Destroyers, much less the Super Star Destroyers, not to mention his forces paled in quantity.
Anyway, long story short, Palpatine wasn't the only Galactic Empire.
His was the greatest, and easily lasted the longest.
