Yea, I'm pretty sure he wasn't.

"Impressive, most impressive... but you are not a Jedi yet."

Luke was really good for an amateur, but lacked the complete skillset of a master.

And considering Vader dominated him without showing any signs of wear, I'd say this statement is utterly debunked.

In the RotJ novel, Vader's point of view has him legitimately being defeated by (humiliatingly so) Luke. A big example in the growing gap between original material that's highest canon, and newer material that's lower. Kinda messed up.
