As sad as it is, Thor actually fights more effectively, with more skill, and generally uses more powerful lightning without Mjolnir. Ultimately, it depends purely on the writer (Flight can be a big advantage) but Thor's lightning would one-shot anyone up to Trans even without Mjolnir.

Namor has fought evenly with Thor, Herc and the Hulk underwater let's not go crazy. Thor wins in this instance though, even without weather powers.

one showing doesn't prove anything. Thor's lightning can't one shot a high Herald without it being extreme low showing or PIS. Also Thor is not going to use lightning without Mjolnir, especially against Namor. Thor wins though
