By himself he cant do nothing. No matter what weapon he get, he cant beat someone with Lightspeed. And superman can attack with heat vision from the Moon...

Given the stips, Hawkeye wins.

The stipulations are very vague. Anyone could beat superman with these stipulations. You just have to find the right person to help you during prep. He could go to Dr Strange for example and get pimped out with an entire arsenal of magical shit and beat superman into the floor. Or he could have Franklin Richards alter reality so that he has powers far greater than that of superman. Or he could have Odin loan him the destroyer armor. The list goes on and on.
