Possibly, but to be honest, as any argument entirely depending on speed I think it's Wise to put it aside in general, since speed debates tend to be pretty circular and rather uninteresting.

I wouldn't bet on it, not with Kakashi being quite high-speed, and able to use his kamui on high-speed projectiles.

Kakashi also has advantages like being able to dive underground, use water, and so on.

If things actually got to HtH he'd be in trouble, but he has some nice tools including a ranged game-winner.

but he cant really do anything with the water unless he can make a body of salt water, submerge more than half of luffy, and disable him. no blunt dmg. and no dmg from lightning.
