Second-Age Sauron is somewhat the same, just less open, and Third-Age Sauron is a mere shadow of his former self.

Honestly? First-Age Sauron is like the last guy you want to screw with besides Morgoth and his only on-page loss was ordained by prophecy to another divine being, so I'm not sure. My intuition thinks Sauron wins by virtue of his tappable power and proficiency in magic. He is without a doubt the best magician in the First-Age, save his master, and he specialized in illusions, shapeshifting, enchanting, etc. About the only person who could put him on his ass would be Morgoth (the mightiest of the Ainur), Manwë and Tulkas, and Manwë has the full might of the mythos' Almighty behind him. Tulkas is just that good.
