well, the only thing pre skip luffy has over base franky is speed. thats a very impressive improvement. also, with projectiles cant he get out of the range of alot of those attacks? also, coup de burst, as we saw in this chapter is pretty destructive and has a large radius, and radical beam would also be hard to dodge with low hypersonic speed reactions, nor does that increased movement speed technique seem faster enough.

i think this one is franky, hes to destructive for earth style jutsus to block, nor is that chakra hardening thing. plus, hes to versatile with projectiles.

Most jutsu are pretty good range. Jiraiya has a number of ranged attacks himself. Fireballs, needle barrages.

Remember Franky had some trouble hitting Nero. Jiraiya's not only faster than Nero or other CP9 members, but a heck of a lot more skilled, and uses jutsu in defense, he can make a barrier to block attacks aside from simply dodging.
Franky's attacks are high power, but he's not likely to hit any of them dead on.
Additionally, Jiraiya can do clones to draw fire, or even call Boss Toads. Again, very versatile, he has a lot of options.
i dont see jiraiya dodging radical beam. and he has 2 ranged fire attacks, and the need hair. of those 2 only will the needle hair even hurt. and franky has his own fire as well. his explosive beans, and weapons left are devastating, coup ve burst/ vent is easily building level. im pretty sure he is more versatile.

Why not? It's not harder to dodge than his other attacks. Jiraiya sees where it's aimed and gets out of the way.

I wouldn't bet on that, at his power level the impact of the fire jutsu should be quite strong.
And his earth-swamp technique has good range too, he can sink Franky from a distance.
And he has the 'summon a boss frog directly on top of a target and crush it' technique.
And he also has the "trap foe inside a 'toad throat' " technique, though I don't know the range of that one.

Overall I'm not. I mentioned the speed thing pre-skip just to illustrate he's relatively slow. Even assuming his speed has gone up since then, he's still got a significant speed disadvantage,
jiraiya wouldnt no what to expect when franky makes the pose he does getting ready for the beam. nor is the charge time great enough to know to dodge (without haki) from looking at him aim it. the fire honestly wont do anything. but to also take from franky, weve seen jiraiya dodge missiles etc. so that kinda negates the speed of weapons left, i dont see them playing a huge role. and this is base jiraiya since were talking about base franky.
