Hulk and Thor regularly can't one shot Hercules and both of those guys are the two premier powerhouses in Marvel. Unless, of course, you want to base your entire argument around one showing.

Herc sucks... but Surfer, who has been bound and sexually abused by horny mexicans for years, doesn't?

If hand to hand is literally "hand-to-hand" (with no other powers allowed) then Herc slightly edges out Surfer by a very small margin (5.5/10).

If it is hand to hand meaning "close quarter combat" where Surfer can still use his board and powers offensively/defensively, then he wins by a good margin (8/10).

Fight 2 is a stomp 10/10 in favor of Surfer unless he fights really really really dumb.

Don't know about the Eastern seaboard but yeah, it was going to destroy a good portion of the city.

IIRC...it was stated on panel as being life threatening. Also, I can honestly see Surfer winning both after a long battle...it's Zop debating style that drives me insane (his picking and choosing).
