That's true, though that's the thing, the "Logoz" is Spectre's connection to the Presence (it's a rare concept in Spectre's history), Here's Spectre directly accessing the power of the Presence through the Logoz, in JLA/Spectre Soul War #2:

That said, based on feats, Michael > Akhenaten, though the IG does have multi-universal feats and is above abstracts, so granting it to Akhenaten will even the odds.

He lost it afterwards. Though i don't recall any stipulations involved, but as im sure you'd understand, it's pointless writing a character (much less in a solo series) who could access the power of the Presence anytime he wants, so no.

The fact tapping into the power doesn't make him supreme. He also couldn't handle it and it drove him mad iirc.
