Yeah, Wally did claim that he is God, though we never know for sure (i remember that in a letters page of the series someone asked if Wally is indeed God, and the editor's reply was: wait and see), and then we never got any confirmation. Though the fact that Wally (supposedly) wrote his own bio entry (1998) -- as opposed to a narration -- supports his case:

And Wally isn't the only one to claim he was "God", there's also Red Jack, for instance, from Grant Morrison's Doom Patrol, who claimed to be God and the creator of the universe.
