IIRC Chaos King was retconned into being a small aspect of Oblivion, during that Thor annual with The Scrier. IMO, that kind of diminishes what CK accomplished, and thusly, Skyfather Herc along with him.

But if we're to take Chaos War for all it's worth (despite it being one of the worst stories of the decade), then Herc should win.

CK still destroyed 98.75% of the multiverse and Hercules restored it.

It wasn't a retcon. Oblivion stated what many people already knew. That Chaos King is a manifestion of oblivion.

None of his feats were retconned 😬
