Based on feats? Stronger than he should be. Marvel directory/handbooks had him at superhuman, but slightly less than Class 1. So far less than Puma, yeah, but feats matter more:
- He aways bragged how it took the combined might of Cap and Spidey to beat him.
- Almost beat Lizard.
- Beat Parker at least once, gave him good fights on other occasions.
- Was doing well vs. Steve before Cap went apeshit and pummeled him.
For a ratman, he was surprisingly formidable.
