Guess it depends on whether Loki's weapons can cut through adamantium. If they can't, well, he can still throw around Silver Samurai quite a bit (as I believe he's still stronger) but in the end I'm not sure how he'll defeat it.

Captain America is a lot faster and more nimble than Silver Samurai though.
