Outside of the Matrix itself, neo is near powerless, and thus no more resistant to Freddy than the common man. However, if the dream takes place while hooked into the matrix, it's still unclear. neo may have more power, but in dreamland, Freddy still reigns supreme, he is a casual dream reality warper, which is something Neo can't do even inside the Matrix.
