Not necessarily light speed, but the law of physics do not apply to characters like Captain Atom, or X-Man due to their transcendence. Its within their capacity to operate in between moments.

Factors are needed. Time, and Distance. Otherwise, its all speculation no matter how awesome the feat is. Shot answer, I don't know.
Example: Using a small black hole as a magnet, Plutonian needed to cover every square inch of the planet, to absorb every last bit of radiation.
Note: Light travels at 186,000 miles per second.
Distance: every square inch of the planet 196.9 million sq miles (510.1 million km²)
Time: 3 Maybe 4 minutes.
Plutonian does the deed.
At light speed, it would take approximately 1059 (17.65 min) seconds to cover every square inch of the globe. Plutonian did in 3 to 4 minutes. Respectively 5.8 to 4.4 times the speed pf light.
In reality these numbers are off, since Plutonian covered the entire atmosphere inch by inch, making it more impressive.
