The Furies (also known as the Kindly ones, they actually have various aspects) are multiversal (outright stated on panel), and once they are allowed to act (im assuming this stipulation is present here, otherwise it'd be pointless), no skyfather-level or even a universal being can stop them, really. They were destroying the Dreaming, even killed several beings who were directly empowered by Dream in his own realm (although he could have fixed it). Also, it was stated in Destiny's book that their actions will have effects across all creation. That's more than enough to put them above Umar.
