No. Joey Tribbiani from FRIENDS isn't as good an actor as the character Matt LeBlanc in EPISODES (who used to play Joey in FRIENDS) so if Matt LeBlanc (the real life actor) was trying to play Matt LeBlanc (the character in EPISODES) like Joey Tribbiani from FRIENDS might've played Matt LeBlanc (the character in EPISODES in the FRIENDS universe) then Matt LeBlanc (the real life actor) would've tried to act like a soap opera actor (which would have been true for Joey Tribbiani from FRIENDS playing Matt LeBlanc (the character in EPISODES in the FRIENDS universe)) in order to be faithful to the character of Joey Tribbiani from FRIENDS (played by both the real Matt LeBlanc and the Matt LeBlanc who plays Matt LeBlanc in the EPISODES universe). Once you've got that sorted out, the rest is pretty easy. Waldo is a higher-dimensional entity who "jumps" (travels) among our dimensional spaсe-time, with an agoraphilic preference to the locations he jumps into.The "deal" is that whenever he is "found" (identified), he poses a time-paradox threat to our dimension (and possibly even to his), and as such must jump into another location in space-time within ours, eluding our searches.
The reason why he came to our dimension is unknown, even to Waldo himself. As an inter-temporal being, he is eternal to our dimension, but unable to remain in one location for long as he is constantly found.
He is cursed to an eternal fugitive-state limbo, always surrounded yet alone, whose stories can't be told, unwelcomed back home, and unable to end-it-all himself, he just schizophrenically smirks and waves in the expectance that maybe someone-some day will uncover his secret and ultimately end his suffering (along with space-time itself)...
edit: his costumary clothes and walking stick: necessary equipment for his survival in our dimension morphed into 1987 ("first" point of entry) fashion wear intended to blend in, and unable to further morphing temporal-paradox risks.
As for the existing "lore" characters:
1) Wilma/Wenda are the same person (3rd-dimensional humans) from different dimensions, double-agents allying themselves to Waldo, but also providing clues to his location;
2) Odlaw is simply another Waldo from a different yet (as Waldo) higher-dimension whose mission is to neutralize and return the fugitive Waldo;
3) Wizard Whitebeard is another higher-dimensional entity (from Waldo's) who has been amongst us (his entry point was 1400 BCE) for much longer, wisdomful, powerful and pragmatic he easily evaded his searchers and maintained a "low-profile" by avoiding all possible paradox-threats, this of course until another "jumper" appeared (Waldo), a threat, a companion, and someone who the Wizard could rely on, if Waldo remembered why he was here in the first place....
