In a straight up fight Shang Chi is going to take it. Shaw is a decent martial artist but nowhere near Shang Chi's level. You have to remember his prime enemy in his own series was Dumas. Duams was a shape shifter with a healing factor who like Logan had studdies martial arts for centuries to master what he had. Dumas was always better than Shaw in the h2h fight with Shaw only getting wins due to weapons and his method. Shaw was good enough to handle a cople of Yakuza assassins at a time but not much more in H2H. Shang would decimate several such Yakuza.Now if this is a case of Shaw hunting Shang then I do see Shaw taking the win. The reason however is that Shaw's method was gain all intel on a character, stake out their operation and movements and strike only at a moment of weakness from behind. A perfect example was when he first brought in captain Cold. He'd learend of Snart's gambling habit and his love for a certain base ball team and how he always watched their home games. Shaw staked out the game and saw snart and followed him to his apartment. he waited planning to go inside and get more intel and potential weaknesses once snart left. But snart came out as Capt Cold and worried he might loose his bounty if Snart got caught pulling a job he followed. He stealthily followed across the entire city. Courtesy of Shaw's sensor mask he knew that the place where Snart was going to pull the job was packed with both police waiting to raid it and reporters. Shaw still waited until snart was busy facing police and distracted by reporters before striking from behind.
