If its next to a creek Plo reasonably takes this. He can manipulate the environment.

Plo Koon vs Ulic Qel Droma

Physical capabilities- No surprise here. Not only is Ulic more physically robust, but Plo’s need to wear goggles and a breath mask is a major handicap.

Edge- Ulic.

Lightsabre skills- Both are expert swordsmen with respectable feats of holding their own against highly skilled opponents while impaired. However the edge is Ulic’s. While Plo’s feat of holding off Ventress with only one working arm is highly impressive, Ulic managed to fend off Sylvar without the Force and after ten years of not using his lightsabre. I have to consider that the superior feat.

Edge- Ulic

Force abilities- While Ulic is a skilled and powerful Jedi, his focus is clearly on his lightsabre skills. Plo has shown far more versatility and precision, in particular using focused Force shoves to off-balance his foes rather than merely blasting them through the air with power alone. He also has skill in more esoteric powers such as Electric Judgement and elemental manipulation, such as using the Force to cool water vapour to create fog or freeze bodies of water.

Edge- Plo

Weaponry- Both use fairly standard lightsabres and interestingly both have been depicted with inconsistent blade colours. Plo’s lightsabre originally had a yellow/gold blade before being changed to a standard blue while Ulic’s has been depicted as blue, green, yellow and even red (personally I consider yellow to be the correct one but that‘s just me).

Plo gets an edge due to his weapon being more advanced but this is negligible at most.

Edge- Plo

Verdict- This would be an incredibly tough fight but ultimately I feel Ulic would win.

As skilled as Plo is he is not infallible, as shown when he was defeated by Savage Opress. Ulic has never been beaten in a straight-up sword-fight, only by powerful Force abilities. While Plo is the better Force-user he doesn’t have the power needed to overwhelm Ulic. Most of his more esoteric powers would be of no help in a duel and his precise Force shoves would be ineffective as Ulic is skilled enough to quickly recover from any attempt to unbalance him. While Electric Judgement would help it has never been shown to be particularly powerful and in any case can be blocked by a lightsabre.

In short, Plo can’t beat him in a duel, doesn’t have the Force power to overwhelm him and his skill with the Force can’t overcome Ulic’s lightsabre prowess.

This is a case where Kas’im’s statement that a better duelist can beat a stronger Force-user is correct.

I declare Ulic Qel Droma the victor.

Does anyone have the source where Uliq blocks mounted-blasterfire with a Force Shield? That's a highly impressive Force feat that would boost my esteem on Droma, should it be confirmed.

Also note Droma is one of the most powerful Sith Lords in history.

I'm of the opinion that either he Force deflects those artillery blasts or he defends them with his saber. Both are ridiculous feats.

Ulic. Dude's a beast. He was able to break through Mandalore's Axe in one swing and had the agility to cut down his war basilisk droid in one swing as well. He was also able to cut down Warb Null, who was able to take on Cay and those 2 other Jedi who's names I don't recall at the same time.
