Thor vs Storm: Weather manipulation

The scenario:

The X-Mansion is only a block away from Stark's tower. Storm is on the roof of the X-mansion and Thor is at the top of Stark's Tower.

The challenge:

Storm's goal is to make it rain over Stark's tower while keeping the sun shining over the X-mansion, while Thor wants to make it rain over the X-mansion while keeping it sunny on Stark's tower.

Who wins?

Storm has superior weather-control, she wins.

Actually Thor has better speed feats for using his powers, so he'd win, even Storm has created larger effects.

In Thor TDW, Thor was able to make it rain and stop raining in an eye-blink. He was also able to make it rain while keeping himself and Jane dry. Not saying he wins, but his weather manip seems more effortless.

What feats does Storm have on par with Thor's?

Dunno, maybe making shitloads of tornadoes in a matter of seconds and manipulating a multi-mile area of weather in X2. Probably that.

Probably not. Storm makes natural weather on mass scales at her best. Thor makes unnatural weather out of nothing on a whim. Storms storm will never even come to be.

What's this "unnatural weather" angle? Would creating a freezing ice-storm in a matter of seconds inside Cerebro count as "unnatural weather", since I'm fairly certain Cerebro doesn't have a natural weather system.

Storm was more impressive in the movies.

There was also her fight with Toad in the Status of Liberty. Pretty sure a elevatorshaft doesn't have a weather system as well.

Read the OP and the conditions of this matchup. Storm is better suited to control weather over a 30 mile area than Thor is, you ****ing degenerate.
