Mainly due to the destruction that they may cause in property damage per year. This also allows them to draw a pay check, and any other expenses that occur in the field. Who do you choose, and why would your super team be able to deal with the threats that teams like the Avenger's, and the Justice League handle on a day to day basis?

Hulk and Nate Grey. Both amount to 5 billion each as mid heralds. Nate provides with a decent amount of versatility without going overboard(which is abhi's qualm), while Hulk provides a decent level of raw power to supplement said versatility.

Pym usually only has the resources a teachers salary provides. Every once in a while he sells something to shield.
