If Maul succeeded in creating his criminal empire

Let's say Maul succeeded in forming the death watch, hutt cartels, Etc without palpatine stopping him. Would Maul and his criminal empire succeed in attacking the republic? What would happen if his empire attacked coruscant for an example

They would probably be defeated. Palpatine knew this but then decided to finish them off due tot he fact that Maul's force powers were increasing.
