In that case, it's probably up to interpretation as to whether it's referring to Venamis or Palpatine. I personally find that it's unlikely to refer to Palpatine, though, since Plagueis later couldn't even sense Palpatine's Force-sensitivity when the two were face-to-face. It's likely referring to Venamis, IMO.
It's obviously Venamis.
Plagueis could feel neither Sidious nor Anakin until he came in direct contact with them so it obviously doesn't refer to Force potential. At the time the only Dark sider strong enough to rival Plagueis was Venamis.
It also jibes with Luceno's portrayal of the Dark side as a semi-sentient entity that converges on those it finds worthy, and with Bane's "the Force is venom" doctrine. For instance Sidious speaks to Maul about him becoming a "worthy vessel, should the Dark side take an interest in you", or something to that effect.
It's also why why each Sith suddenly grows stronger right after he kills his master, because he is now the sole or main vessel available and gets a larger share of the Dark side pie.
In that light the passage is obvious. Plagueis feels elated and empowered when Tenebrous dies but it's quite all it should be. He feels a sense of disquiet. That's because there's another vessel almost as worthy as him around, and it's Venamis, not Sidious.
In contrast when Sidious kills his master there's no such misgivings, despite the Chosen One being alive. That's because, with Maul bisected and Dooku barely starting on his Dark side journey, Sidious is the sole vessel available. His ascendancy is complete.

His dueling edge is undeniable, but I'm not sure his ragdolling of Kenobi is as impressive as Nox's utter domination of a DC member who's probably Kenobi's superior in terms of Force prowess. Also, I don't see how Dooku's lightning is going to scratch Nox and I don't see how he's going to handle Nox's ghost haxx.
