In all seriousness I have say tie. They both have showed dear but they both have shown bravery. The both have good feats while lacking in others.That's my honest opinion.

Palpatine has only showed fear against someone that is out of his league. Voldemort doesn't really have anybody out of his league in HPverse seeing how he is pretty much the strongest person in it. If we were to see voldemort fight someone out of his league then I think he should win. But since he has never had anybody out of his league we don't know for sure.

Pretty much true, Voldemort has never actually fought a fair fight cause he is pretty much stronger than anyone in his verse.
Palpatine tried fleeing from a peer he ended up getting the better of going. Y your own logic.
