He didn't beat her. And I don't think she was amped. She was working to get a huge amp but the Invincible Jar Jar thwarted her plans.

Well this fight is on Dathomir, where Talzin can teleport and shoot massive lasers from her hands.

Talzin if she would have completed that ritual would probably win.

But she didn't and the OP didn't give her an amp...

He's put her on Dathomir where she is amped (presumably given her feats there).

But has it been specifically stated she was amped there? Maybe but I've never stumbled on something like that.

Whether it's a Dathomir specific amp or not I don't know, but she does seem pretty damn powerful there, Shields, Lasers and Teleportation as seen in TCW episode "Massacre."
