I'm going with Obi-wan on this one.

Yea, one of the top council members can handle four rank-and-file with fairly high certainty.

If Kenobi can handle Maul and Savage, each of which would utterly dominate two rank and file Jedi (as we saw against Master Halsey and his apprentice) he will demolish four rank and file sith very quickly.
