I'd go with the HoT in both respects.
Don't get me wrong, Bulq and Kas'im as pretty bloody amazing when it comes to saber skills, but the Hero of Tython is a saber prodigy of the finest order. From start to finish of the Knight story.

I don't think the greatest saber prodigy could beat these two at the same time in sabers, at least not with regularity. There simply isn't that much gap between them and the top.

Force powers Kas'im casually blew open a heavy door and was unaffected by Banes force wave (unfortunately he was effect by the falling temple from the wave) so I would say he is not going to be easily beaten with the force
